Merchant Navy Shore Jobs: What a Captain or Chief Engineer Does Next

Nobody sails forever. The question a parent should ask is not what the job pays at twenty-two, but what it is worth at forty. This page is the answer: the second career the first one buys.
The short version
The certificate is the asset, not the voyage.
A Master certificate or a Chief Engineer certificate is a licence, issued under an international convention, that a few thousand people in India hold. It does not lapse when you step off the ship. Every job on this page is hiring that licence and the years behind it.
That is why the Merchant Navy is unusual. In most careers, leaving the work means starting again. Here, leaving the ship is a promotion into an industry that cannot function without people who have actually been to sea.
When people come ashore
There is no fixed age, and no obligation.
Some never come ashore
Plenty of Masters and Chief Engineers sail until they retire, because the leave pattern suits them and the money is better at sea. Coming ashore is a choice, not a deadline.
Some go back
Officers move ashore, find they miss the ship, and return. The certificate does not expire while you are in the office, though it must be revalidated.
The shipping side
Companies hire ashore from the people who sailed for them.
Maersk, Anglo-Eastern, Fleet Management, Synergy, Bernhard Schulte and the rest all run large shore organisations. These are the jobs in them.
Marine Superintendent
A Chief Officer or Master ashore. You look after a group of ships: operations, port calls, inspections, vetting, incidents, and the crews still at sea. You fly out to ships. You are the person the Captain calls at two in the morning.
Needs a Master or Chief Officer certificate and command or near-command experience.
Technical Superintendent
A Second or Chief Engineer ashore, running the machinery, maintenance planning, spares, budgets and dry dockings of several ships at once. The plant is still yours; you just stop sleeping next to it.
Needs a Chief Engineer or Second Engineer certificate.
Fleet manager
Whole fleets and the people who sail them. Kishore Rajvanshy came ashore as a Superintendent in 1978 and ran Fleet Management for thirty years.
Superintendent experience first, then management.
Crewing and training
Deciding who sails, and preparing them. Ship managers run their own academies and simulator centres, staffed by people who sailed.
Any senior certificate, plus the patience to teach.
Chartering and operations
The commercial side: fixing cargoes, voyage estimates, laytime and demurrage. Deck officers move here because they already understand what a ship can and cannot do.
Navigational background, then commercial training.
Owning ships
Capt. Thomas Pinto sailed as a master mariner and founded Seven Islands Shipping in Mumbai in 2002. It is now India’s largest private tanker owner. Capt. Vassilis Constantakopoulos went to sea as a deck boy in 1953 and founded Costamare in 1974.
No certificate required for this one. Only everything you learned getting the others.
Government, ports and class
The people who examine, survey and regulate all sailed first.
The Director General of Shipping is today held by a civil service officer. Everything technical beneath it is held by master mariners and marine engineers.
Marine pilot
You board other people’s ships off the coast and take them into port. Among the most respected jobs in any harbour, and one of the best paid. You sleep at home.
A Master certificate and command time, then a pilotage licence for that port.
Nautical Surveyor · Engineer & Ship Surveyor
Inspecting and certifying ships for the Government of India, and investigating casualties. You decide whether a ship sails.
Master mariner or marine engineer, through the Directorate General of Shipping.
Chief Examiner
The Nautical Adviser to the Government of India is a master mariner and is Chief Examiner of Masters and Mates. The Chief Surveyor with the Government of India is a marine engineer and is Chief Examiner of Engineers. These are the officers who examine everyone who wants a certificate in India.
The top of the technical service. You sat the exam once; then you set it.
Principal Officer, Mercantile Marine Department
Running an MMD — the regional office of the maritime administration.
Master mariner or marine engineer, through the service.
Classification society surveyor
Indian Register of Shipping, Lloyd’s Register, DNV, ABS, Bureau Veritas and the rest survey and class the world fleet. Sonali Banerjee, India’s first woman marine engineer, is a surveyor with the Indian Register of Shipping.
A senior certificate and sea time; class societies train their own surveyors.
Port authority
Harbour Master, Deputy Conservator and senior posts at the major ports are held by people who sailed. So is the Chairman’s chair, sometimes.
Master mariner, usually with pilotage or port experience.
Teaching
Faculty and Principal posts at the Indian Maritime University and the DG-approved institutes. Every one of them sailed. Our own faculty are actively sailing captains and officers.

What this page does not say.
It does not put a salary on anything. Shore pay depends on the company, the port, the certificate and the year, and a number printed on a coaching website would be out of date before you finished reading it. Ask the people doing the job. Our faculty are sailing now and will tell you straight.
It does not promise you a rank or a post. Every certificate on this page is earned through sea time and an examination set by the Government of India. Every job is a selection. Selection rests with the company, or with the service.
